Partner to Partner Sharing of Teams

  Unless I'm misunderstanding the request, I think you can do this. Cindy and I share client Teams with each other all the time but you have to through these steps, both have to be Enabled 3rd Party Users.
  
  BROWSE, Teams (DO NOT START FROM DESIGN), here you see All Teams, not just those promoted to Design/Team Discovery.
  From the list view, click the 3 dots in the circle on the right and select Share Team. From there you can select any active user of the system, even if they are 3rd Party Partners users.
  
  Now one of us has either created the Team or the client has shared and given Edit Access but it works.
